The first two individuals have been reported as missing. The international body considered that the individuals are in a situation of seriousness and urgency, as their rights to life and personal integrity face a risk of irreparable harm in Mexico. The teenager, known as 'Juanito', disappeared on June 19, 2025, following an operation involving elements of the National Guard and the Army in the municipality of Valle de Santiago, Guanajuato. Article 19 reported that the incursion was carried out without the corresponding legal mechanisms, such as a search warrant. Subsequently, on December 28, 2025, his father, Juan José Arias Corona, disappeared while he was conducting search efforts to locate his son. The request to the IACHR classified the facts as 'forced disappearance'. At the time of his disappearance, Arias Corona was under protection measures granted by the Attorney General's Office (FGR) derived from a judicial resolution. Marisela Solís Figueroa, mother and wife of the missing persons, denounced acts of intimidation and threats for her actions before the Attorney General's Office of the State of Guanajuato and the United Nations Committee on Enforced Disappearances. Although the Mexican State reported the execution of field operations, analysis of video recordings, and domiciliary surveillance, the IACHR determined that the risk persists as long as the victims are not located. In its resolution, the Commission requested the Mexican State to redouble its efforts to determine the whereabouts of the missing persons through a plan with measurable results. Likewise, the body urged the authorities to provide information that allows clarifying the possible participation of state agents in the facts. Finally, the IACHR required the adoption of gender-focused measures to protect Marisela Solís Figueroa, her daughter, and her granddaughter, and demanded a report on the actions taken to investigate the facts and prevent their repetition.
